I did the embassy mission like this: Run as fast as possible to the end of the block and chloroform the guest. Take his suit, invitation and go to the party. Strangle the general as he walking away from the room with the maid in it. Leave the embassy and change back into your suit. 1.Let the kelner who is smoking on the river shore enjoy his cigarette. There are better ways to get this mission done. Go get poison from the cache mentioned on your map.
2.Enter embassy courtyard through the FRONT locked gate.Beware of not getting too close to the guards patrolling the courtyard, though.
3.Enter embassy building and watch the ambassador's moves, follow him to the room with the safe, drug him, get the suitcase and get the hell out of the embassy. This way the Spetznatz agent will not have enough time to take action inside the embassy building, so he will start patrolling the river shore in the area where your boat is.
4.The Spetznatz agent will wait for you on your way to your boat. Sneak behind the sucker's back, and drop the suitcase near the boat. Now sneak again, and go back inside the embassy(see point 2).
5.Once inside the embassy, you should sneak(using the stairs) to the basement of the building(dont let the guards see you). Here in one of the rooms near the kitchen you will find a kelner suit, grab it and put it on, go to the kitchen, grab a glass of champagne, poison it and offer it to the General in the main ball room. As a good old chap he will die quietly inside the toilet.
6.Go back downstairs(you are still wearing the kelner suit)and try to reach the boat without the Spetznatz agent seeing you.
7.Finished as SA with full stealth, zero agression, and the cute M4 as bonus. This was one of the best missions. Have fun.
