It depends on the environment. In a huge festival, like Mardi Gras, Gordon would be bait. If it was in a huge open area, Gordon would probably win.

47 would sadly be forced to stand in line in a scripted level, possibly hiding behind one of the Strider's legs. Gordon would come along with his gravity gun and chuch a few explosive barrels at him. Bang. If, that is, 47 isn't properly told first by the poison headcrabs hiding in the corner.

In summary, 47 wouldn't really fit in with a Combine-controlled, mutant-infested planet. He'd find his superior stealth skills weren't so good when being eaten alive by a barnacle.
