A person cannot be sterilized and still be able to orgasm (the male genitalia retain their functionality otherwise). The point of sterilization is to have the person in question not being able to reproduce.
Sterilization on human males usually includes vasectomy, making it physically impossible "to cum" as the tubes which connect the testicles to the prostate, are cut and closed. What you are referring to (I guess) is infertility. In that case one's member is able to erect but not able to produce the required amount of sperm/semen to initiate pregnancy on their female partner.
This is basic human anatomy.
If you did your homework (or used common sense, whichever you prefer) - you'd realize that a person having 47 chromosomes also suffers from Down's Syndrome. If we were to follow your analogy presented above, agent 17 (from Silent Assassin) would be not human, but an apple.

A vasectomy makes it impossible to ejaculate now? When did they change that? Semen and sperm are not the same thing dude... Seminal fluid helps deliver the sperm. I can assure you with certainty that men who have had vasectomies can still ejaculate. Sterile and infertile are synonymous in almost all instances.
