Thank you for replying. I don’t normally use these channels but I’m
running out of options. I need to locate the man in the image. If you
have seen him or have any kind of information about him, please let me
know. I need to track his whereabouts. I know he’s still in Chicago –
or, at least I think he’s still here – but he’s like a ghost. If you

Freelance Detective possibly? Maybe he has a personal grudge against this "Living Legend". Maybe 47's shootout at the funeral was some how leaked or any of his other assassinations. It's possible this "Faulkner" guy is the reason why there's a international man-hunt for 47.

Well I'm betting Faulkner is not American, maybe European? if you look up the name it has a large religious background. When you look translations of the name meaning its something of the lines of "falconer". So then maybe Faulkner is one of the men hunting 47, 47 was symbolized as a snake in the trailer right falcons eat snakes, now I'm probably reading to much into the names meaning so I'm probably way off mark with this one.
