I like the picture, but not as a frontcover. It signals the game as a action shooter game, so I prefer a neutral 47 instead.

To a point yes and to a point no. You see, 47 does have dual pistols but they are SILENCED making him look like silent death.

Be that as it may, they're trying to appeal to different types of players, and like it was already pointed out, the stealth element is still in there with the silencers. I also like that you can see his barcode tattoo.
If we are to have some sort of a guns-out cover art, I'd prefer that one.
