Yeah this could a whole thread of it own I suppose.
Back to the topic: I agree that not all targets should be cowards. Would make the targets more interesting.
I think the reason why the targets aren’t armed is because they’re cocky. They think they’re godlike because they’re surrounded by armed bodyguards and security so they don’t feel the need to carry a firearm.

Yeah I can understand that but ALL of them? The issue is that they all react exactly the same. A little variation would be nice.
New Orleans Policeman: “Hmm…why are those guys in the yellow bird outfits and armed with SMGs running after that bald man? And who’s shooting?! Oh my God that bald man just pushed one of the bird guys, kill him!”
