Does anybody actually know why the arrange meeting objective doesn't work sometimes/ever?

No, it’s not patched.
Or they patched something related, but not this specific thing.

But as you can see on the screenshot, even despite another suspect which came to a meeting is dead, the objective still uncompleted and will be failed on the exit. The “Arrange a meeting” prestige objective still doesn’t work for me. I took the phone from a non-target. I had to eliminate them, to put them in a box, so they don’t get found and spook everyone else. After I called the meeting the target and one other non-target showed up, but the objective didn’t trigger. It baffles me how this still isn’t fixed even after the huge patch we got this week.
