Technically it is, yes. 
I believe ‘Traceless’ is where no bodies are found due to them being hidden etc, so there’s no evidence of 47 even being present in the mission. I believe ‘Phantom’ is where 47 wasn’t caught, however, there is some, but very little evidence he was present.

It’s just another gameplay layer over SA, it’s not really tied to evidence against 47. You can kill and hide all targets in Sapienza while blowing up every vehicle you come across and shooting Bartolis all over the place, but as long as nobody sees you do these things you’ll get Traceless. Kill and hide all targets but one, and eliminate that one with a falling object, even if nobody finds the corpse and you remain unseen while not doing any KOs, you’ll get Phantom.

I suspect there are other conditions at play. For one task, I hid all the bodies in boxes and got Phantom , while another task—where I also hid all bodies—gave me Traceless . In the first one, I didn’t destroy surveillance cameras (the prestige challenge was Silent Assassin, which I achieved). I’m certain I wasn’t caught on camera in either task; I simply didn’t destroy the devices. I’m unsure if surveillance affects the outcome, but I can confirm no recordings were made in both cases.
I’m absolutely certain that in one of my contracts the prestige challenge was “Silent Assassin, No Firearms,” and I ultimately the “Clean ICA Assassin” title. Therefore, it’s possible to achieve Silent Assassin while earning the Clean ICA Assassin title.
This seems weird, did you like get seen by one of the targets? SA rules are a bit different in Freelancer, similar to H1 when you can’t regain SA if you’re seen by the target and then eliminate them (but it should normally have failed the SA prestige objective if you selected it?). Without a video of the mission I’m just making a wild guess since I don’t know what you did differently exactly.
Getting seen by the target doesn’t always invalidate SA, either as a prestige objective or final ranking. I haven’t figured out the pattern.
you can watch my whole run, the prestige objective is SA-Suit Only, i did it perfect, did not get seen by anyone, but i got Clean ICA assasin. the playstyle at the end is 清白ICA刺客 in Chinese, Clean ICA assasin in English.
Maybe showdowns work differently? This seems strange but it seems the only logical explanation :x
Is this the worst grind in all of Hitman?
Prestige levels came much later and level 10 seems closer to achieving than this.
It’s probably the longest grind, but the worst for me is still getting Mastery 20 on Crime and Punishment for the Druzhina 34 ICA Arctic.
Don’t forget that some of those challenges were even “grindy-er” in the CTT before they were changed for the full release too.
That Sniper level is the only thing I haven’t fully completed all challenges on too.
Yeah at least the 100 campaigns thing only require you to complete campaigns, you aren’t required to do anything else in particular. While the sniper missions require perfect runs if you want any meaningful XP gain, which gets really tiresome after the third time.
Is the prestige objective “Eliminate Leader - Heading for a Meeting” also broken?
My target checked her phone. I let her walk a few steps before shooting her. She was definitely the target. She wasn’t distracted by noise or anything else and she wasn’t poisoned either. However after the elimination, the game told me I failed the prestige objective.
Am I missing something? Is this a bug?
Whether or not a Suspect is “Heading for a Meeting” has been incorrectly tracked for the entirety of Freelancer’s lifespan. That Prestige Objective, along with the “Prank Caller” Challenge, are very inconsistent.
I knew that “Arrange a Meeting” isn’t working properly, but I don’t remember having issues with “Heading for a Meeting”. Maybe I always got lucky so far. Thanks for clearing it up 
What a shame it is, that IOI’s flagship product is in such a broken state. It really deserves better.
Something I just realized that is possible in Freelancer. If you have the objective of “Poison Target” but you forget and end up knocking out the final target, you can hit the unconscious body with the dart gun and it counts. I tried it with Sieker, but wonder if it works with emetic tools as well.
Edit: Only Sieker works.

I was playing Freelancer tonight and thought to myself, how cool would be if we got rain added to the Safehouse for the outside area? Let’s face it, the animation is already there in the files with 47 in Chongqing……….
Already for the Safehouse we’ve got day time, sunset and night time………..
Plus, we’ve even got a bit of snow when you change to the Christmas decorations for the Safehouse, so I think it would be really cool if IOI added rain to the Safehouse.
It’s probably unlikely, but would be cool to see!
