You have to place the fuse in another device.
From where you are standing, go left and up the ladder, then there should be a panel to place the fuse in there.
After that, go back to the panel in the screenshot and wait for the target to show up, and “illuminate” him xD.

Description :
Upon exiting the mission I get the Unable to Load Requested Menu error which a couple of folks have already reported. Just adding a few screenshots of them in order.
Steps to reproduce:
- Start the game and check my online status in the menu. I’m online. Fig 1
- Load the Dartmoor mission (I’ve completed it and am right by the bike at the exit). Check my online status. I’m online. Fig 2
- Hold G to exit the mission. The internet connection black box thingy in the lower right corner says “Fetching” for about 5 seconds then errors. Notice how I’m both Disconnected and Online. Fig 3.
- I click Retry. It retries and I get the following. Fig 4
- Clicking Retry further 3 times only results in the same Unable to load the requested menu error.
- So I click Go To Menu. Once back at the main menu I am now “Offline” Fig 5.
- Clicking “Go Online” immediately puts me back online. Never fails. Always instantly back online.
- In order to check consistency in my internet connection, in parallel to doing the above on the same machine on a 2nd monitor I streamed a live football match. The match never drops once during my gameplay. My internet connection is not the issue, it is likely something on the IOI side, I’m looking at that “Failed to authorise your account” first error message I got…
Frequency : Happens always on this mission. This is my first playthrough but I’m unable to finish this mission. It didn’t happen in Dubai at the end, however during Dubai I was getting occasional You’re Offline interruptions during gameplay which went away after a few seconds or retrying.
I note that some people on Reddit have mentioned restarting the mission (not loading a save game) and that it doesn’t happen the 2nd time through. I’ll try this and report back. It’s a bit of a PITA though.
Also, as this is a bug thread, maybe let new users upload more than one photo per post. It’d be nice not to have to use the crappy fig 1,2,3 approach I’ve had to take.

Mastery level reset but challenges completed are still unlocked as well as the atrium starting location.

Bug: NPCs can see through walls/doors that are closed especially in Tyson Williams’ room in the corner near the closet (the one you use to hide bodies). NPCs can spot you through the wall whether you are dragging a body or just standing at that particular spot.
Same goes for the bathroom next to the projector room NPCs can see through the wall in the corner of the bathroom door from where the guard is sitting down
The fuse cell doesn’t go into that panel directly. There’s a fuse box elsewhere nearby it goes and this is just where you overload it.

Description : The Showstopper (Assassinate Viktor Novikov with the light rig.) challenge does not unlock.
Steps to reproduce:
- Start the game
- Load the Paris mission
- Perform the steps for the Lights Out story to accelerate Viktor Novikov to give his speech or wait for him to do it naturally over time (both tested)
- Drop the light rig on Viktor Novikov before during or after he finishes his speech (all tested)
- The challenge is not unlocked even though Viktor Novikov dies from the falling light rig

Description : Security guard from top floor will not allow to enter the floor while escorted by Ms. Carlisle
Steps to reproduce:
- Start the game
- Load the Dartmoor mission
- Disguise yourself as the PI and find all clues (not sure if the clues are needed though)
- Instead of seeking for the butler, go directly to the last floor
- The security guard will stop you and say you can’t go inside. So I obeyed.
- Ms. Carlisle was nearby so I waited her to come to the stairs
- I told her I wanted to solve the case, and she asked me to follow her
- While passing the damn guard again he stopped me, and arrested me.

Location: Challenges tab, both In-Mission and via Destinations main menu
Description : Escalation Track 1 and Escalation Track 2 list the various Tier challenges in a random order rather than numerical order
Steps to reproduce:
- Go to the Challenges tab either during a mission or from the main menu
- Navigate to the Escalation Track 1 and Escalation Track 2 tabs
- Wonder if your maths teacher was lying when they taught you about sequential integers
Okay, so it’s more a strange UI decision rather than an outright bug, but IOI ladies and gents, if there’s any way of rearranging the Escalation Track 1 & 2 Tier challenges so that they read in numerical order from left to right rather than the totally bonkers random order they’re currently in, you’d be doing my OCD a favour. 
And taking my tongue out of my cheek, re-ordering these challenges in numerical order might make for a more pleasant and less confusing experience for H3 newcomers, as opposed to veteran HMF-ers like us who know what we’re dealing with re: challenges.

Description: I’ve got to mastery level 20, but the trophy hasn’t popped. This has remained even after a restart of the game and further completions of the level.
For undiscovered areas, I have the opposite - trophy has popped, but challenge shows 28/29. All areas are showing as discovered on the map.
I’ve also unlocked the Inner Courtyard shortcut, but the challenge is showing as incomplete.
Steps to reproduce: N/A. I’ve tried completing the level again, completing further challenges on the level and completing, game restarts, etc - none have fixed.

Description : Game gave a “failed to authorize account” while exiting mission and was booted offline. Had completed multiple challenges during the mission (Hold My Hair, Pencil Pusher, Lago Lurker). Had to replay mission from the start, as reloading previous saves resulted in the same problem, but on new attempt, I received no XP for the challenges completed on the previous attempt at all, despite being marked as completed. Additionally, Versatile Assassin has not been marked as completed despite all required assassinations having been done.
Added together, that cost me 12K XP for Mendoza. None of it counted towards raising my mastery level, which is still where it was before (Level 10).
Steps to reproduce: Unknown.
Frequency : Was given the “failed to authorize account” error after multiple attempts at reloading saves from one playthrough, but did not happen after starting the mission over completely.
Platform: PS5 Digital Edition

Description: I ran under a stairway on the level 2 Fermentation Atrium and proceeded to get stuck with no possible way to escape.
I can confirm that when replaying the mission from the very start the issue does not occur. All of the challenges xp etc from the original playthrough are maintained too. You just need to go through the motions of actually finishing the mission.

Description: Flickering textures in the bank lobby (possibly other places in the bank too, but at least in the lobby)
I have all the graphical settings set to max and my resolution is ultrawide 3440x1440. Graphics card is RTX 2080 Ti with the latest drivers.
Steps to reproduce:
- Start the game
- Load the New York mission
- Move around in the lobby
Frequency: It happens all the time. This did not happen in Hitman 2, it’s a new issue in Hitman 3.
