I actually disagree with this. Nabazov doesn’t actually believe the things he teaches in his cults. That’s why he goes on to make a new cult every time he leads his previous one to suicide, he just likes being able to talk people into killing themselves en masse. The fact that he wanted to release a virus that would kill more than just his cult but hundreds of millions if not billions globally is what makes him Chaotic Evil.

Owen Cage wanted to do the same and is perhaps even more Chaotic Evil than Nabazov in that he’s not even in control of his faculties and is an insane cult member, but that’s also why he may actually be Lawful Evil, because he is a true believer in Nabazov’s teachings and that’s why Nabazov was able to talk him into creating and releasing the virus; he thought it was in line with the crazy death religion he had joined.

Honestly there’s not much to go for in his bio. He knows his rituals are phony as indicated during the flaming vodka mission story, but aside from that we don’t really know what’s belief and what’s crookery.

As for Cage, his bio is even more vague but I wouldn’t classify him as lawful evil, precisely because of this

loss of control and maniac behavior are not lawful at all, and even if he truly believed in the cult (like Nabazov, there aren’t really enough elements to know the extent of this), he’s more of a lone fanatic than anything else (especially when 47 meets him, as the ship had long sailed).
