Even if you were compelled to give plus points you could just give +2 and -2 to the same person and then -2 to another person 
It wouldn’t even break the rules either, I can split my points any way I see fit.
Let’s say for all intents and purposes that I did do that. Now can anyone who hasn’t played yet just play.
Besides half of us playing aren’t even eliminating targets by their characters and writing. Some are voting for how good their missions are and it won’t change until the WoA rounds.
