Well, as I’ve mentioned before, these locations are hotbeds of criminal activity that results in a lot of people going to them getting contracts put on their heads. There’s a few ETs that are canon, and I’m sure Freelancer is canon in the same way anime filler is canon. With this one specifically, it’s hard to tell, since it’s a transplanted character, but I’d say, other than the fact that the character does in a James Bond film, there’s nothing preventing this rendition of the character from being native to the Hitman universe, and thus a canon target, appearing during the Freelancer period of 47’s career like the Drop and Disruptor did.
