Idea for an elusive target:
Location: Miami Race
Target: Cheng Chau
Your target is at first sight a food vendor at the Miami Races. He’s actually the owner of the different stands and oversees that everything goes well by patrolling between the different stands, getting angry or being pleased with the vendors, and occasionally tasting something.
The food stands are actually a front for drugs smuggling. Big packs of sugar are used to hide the narcotics as they are delivered to various clients. The target will have a meeting with Florida Man near the water, and one with Moses Lee behind the Kowoon paddock. This ensures a varied route with plenty of kill opportunities.
The backstory of Cheng Chau is that he used to be the owner of a fish restaurant in Hong Kong. Unfortunately, his place got shot up by the Red Dragon triad when they assassinated the local police chief. His close connection to the Red Dragons, as he employed one of their chefs in his kitchen, and the mysterious and unaccounted disappearance of a bathroom key have made him a suspect of having facilitated the assassination. As a result, he used his Red Dragon connections to flee the country and set up shop in the event food business in the USA. It allowed him to start small, with one food stand, using his experience in fish making. However, he owed the Red Triad who helped to smuggle him out of Hong Kong and away from authorities, so he got more involved in their criminal activities. He was forced to start smuggling drugs as soon as his business started thriving, encompassing several food stands and trucks that were asked to cater big occasions such as the Miami Innovation Race.
Obviously, there could be some Easter Egg interaction between the target and 47, where the former half-recognizes the latter, or some other reference to their short but legendary earlier conversation.
