Personally I think A New Life is probably the next weakest one. But that currently has the most votes.
It’s good conceptually with some fun disguises and ways to complete your objective (like becoming the pool boy to get the necklace) but there just isn’t all that much to it and it feels much smaller in scope than other missions.
I think speedrunners would associate the principle “Less is more” with this level. Altough the map itself is small, its design gives the player a lot of room for experimentation. I genuinely haven’t seen as many creative routes in other levels of this game as in this one (even though the mechanics used may ocasionally be absurd for a silent assassin rating, but that’s a completely different story).
