Because he made 47 back in the 60s, and hadn’t perfected the means of accelerated growth yet. Plus, he was the pioneer of cloning technology, and to make sure cloning super soliders was even viable, he would need to raise, train, and observe them, to make sure the project could be done at all. Then he’d work on churning out units in rapid mass production, which is what he did with the 48s after he’d learned all he needed from 47 and his “brothers.”

What about 17 or maybe 1-16 & 18-46? Do they count?

As far as we are aware, only the 48s were accelerated in their growth. So all the others - 6 and 17 are the only ones we know directly - were created and raised in different “batches.”
