It can be used to throw/melee KO NPCs.
Thrown for audio distraction (biggest waste of this item)
Be placed to attract NPCs for a refreshing drink (on table height or ground -like the Gum). The distracted NPC will take several drinks before returning to their routine (even if poisoned).
It can be poisoned after being placed (on a table height, not the ground)
Although, if it’s poisoned, not sure if it can still be picked up and relocated with poison effect still active (like, on the ground. It works with the gum so it shouldn’t be a problem). 
Just don’t poison then throw. 
Unless it makes a gas effect.
