You can’t put it in an Agency Pick Up I guess, maybe that is why I didn’t find it.

You can’t unlock the holiday axe, I would assume the screenshot was taken with a mod or maybe using Peacock, think you can use it on that.

The RNG is terrible in this one. The coroner spots me 90% of the time.
Any non-RNG approaches would be most welcome.
Blow up the propane from the main room (don’t enter the boiler room). As it explodes rush to the disguise by going behind the screen to the right and immediately change into it while everyone’s still looking at the explosion. Leave while the guards investigate (she doesn’t enforce Janus for some reason so she won’t mind you).
I did a few tests in Sgail contract creation from the blue Ark start and this felt pretty consistent?

The morgue lady is an enforcer too isn’t she? Isn’t everyone on the map in the burial robes?
@Franz still an element of unpredictability depending on your throw I suppose but another way I was using was start architect and smuggle some remote C4 (or alternative) to the adjacent room, as you descend the wooden stairs to the robes throw your briefcase and the C4.
2 guards will take these away while you can sneak into the boiler room next to the robes, activate that as a distraction and then switch off the lights next to the other door. While everyone’s distracted slip past on the right hand side to grab the robes and quickly get out of there. Can be tricky to manoeuvre past the people still, but it felt safer than using an explosion.

You’re right, she doesn’t enforce you while she’s panicked (she probably has the default civilian AI) but if you come back once she’s calmed she regains her enforcer status. Given how she seems infatuated with his corpse it would have been hilarious if she couldn’t tell what Janus looked like with his robes on
