Feels like there’s 2 ways bundles work in Steam.
Some are fixed-price based on discount like this, some give an extra discount based on owned stuff, and then…IDK lol maybe a third too

On Steam Bundles:
Actually yeah, I just confirmed and found out there’s basically 3 types of bundles, as I’ve seen noted by this reddit comment:
Steam as a store supports 3 types of bundles. Complete your collection, Packages, and the all or nothing bundles
Complete your collection bundles are personalized bundles where you are only going to pay for and receive your missing items and often those missing items would be offered at a slight discount for “completing your collection”
Packages do not care what you own or not and you pay for the full package cost and just pay for but not receive items you already owned. When you go to checkout it warns you a few times that you will not receive X items from the bundle. They can still be cheaper for the missing items however in some cases.
The all or nothing bundles you simply can not even buy for your own or anybody else’s account if the receiving account own any item from the bundle. So you cant even purchase it for your own account if you own anything from it. Often times people wonder why something may only say purchase as a gift and its because its these types and they already own an item from the bundle.
