Getting a massive headache. To avoid naming names, let’s just say my job implemented new software today, it’s become an absolute SNAFU with a potential completion time ranging from weeks to months.

I am sick, with a bronchitis. In my holidays 
At least I was not planning anything, just wanted to relax, have long walks with Luna, wanted to do some little renovations at home and I was really looking forward to it. Now I am sleeping all day, feeling weak and tired and that constant coughing gets on my nerves.
Last year I had Corona during holidays, now this. Why can’t I be sick during workdays, like every other normal person, too?

Yesterday, a friend told me that a YouTube video used one of my cartoons (the Carpathian Mountains one, in its entirety) as a B-roll when talking about Hitman. This person didn’t ask to use it, and had this friend not told me, I’d never have known. I left a comment on said video politely asking that if they want to use my things in the future, then to please ask permission and give credit. In the description, this person gave credit for the songs used, but not my art.
What also gets me is that in the comments someone said, “I love how you put in a reference to [random movie clip],” to which the creator playfully responded, “Yeah, I risked copyright, but it was worth it!” This indicates that they knew what they were doing. It’s disheartening to see that this has become second nature to most people. I suppose once you post it to YouTube, it’s a given that most people see your work as “free real estate” but I wish it wasn’t that way. Call it an over-reaction, but when you spend countless hours on something it would be nice to be recognized for it

No it’s not, they stole your work and are passing it as their own. You gave the person the opportunity to have integrity, but they’re passing it as their own. If anything do it now instead of later in the event this person has monetization on their Videos.
Your best route is a Content ID Claim. Since they used your short in full you’d win regardless, but you can do these three things when you submit a claim.
- Block content from being viewed.
- Monetize content by running ads on it and sometimes sharing revenue with the uploader.
- Track the viewership statistics on the content.
I know you’re giving the benefit of the doubt and hoping they’ll turn a new leaf, but the probability of that materializing is low given what you told us.
It’s not an overreaction on your part. It’s your property and it’s within your right as its creator to do as you see fit with it.
Manual Claiming imo is what you should do since you can target the specific segments that used your animation.

I’m gonna give them a full day to respond to my comment. This is actually the only video posted on their channel (though it did remarkably well with 30k+ views). It feels mean as a bigger channel to strike them like this if they’re actually new. However, if nothing happens soon, then that’s what I’ll do.

It’s only mean if you’re actually making six figures a month. 30k views is nothing to sneeze about and that’s 30k potential viewers you’re losing out on your Animation cause someone stole it.
I don’t envy small animators cause they deal with stolen content more than the larger more well known ones.

Bear in mind while it is within your right to file a copyright claim, it’s also the most severe option to consider. YouTube content creation is by and large a communal setting - it would be much better to co-operate with them to produce content with other creators. It could perhaps help inspire both you and the other creator with better content overall.
Obviously crediting the artist and asking them to use their content in their own videos is a polite gesture and should be encouraged. From what you described in how they used your video, just talking over your video says to me they at least at their own input into their videos, but it’s up to you to decide how to approach it.

They got back to me and added a source for the cartoon in the video’s description. 
It’s probably best to not immediately copyright strike with these things, since it’s a feature that can be easily abused and it can make your audience turn against you. An on-screen credit seems more appropriate but it’s still something.
