Does anyone on Xbox or any platform know if this is replayed missions or a one time deal?

AFAIK, it only records it the first time you get five stars but it also takes contracts (and maybe escalations) into account. You could try doing SA on a mission/contract you already did it on to see if it updates and then on one you didn’t to before.

I can confirm what @ElectronicCat said. Did a few more Berlin runs to check with no statistics change, seems to be a one time deal.
You should also know that xbox statistics are easily bugged.
