Providence didn’t replace Ort-Meyer’s importance, or diminish it, it simply provided more context into how connected Ort-Meyer was, and how active he had 47 and the other clones be in the years before he released 47 into the wild. Ort-Meyer still came up with and began the cloning project on his own, and started off with the funds from the Five Fathers. He joined Providence when he needed more funding than they were willing to give him, and in exchange he would give Providence access to clone soldiers. He still did so in order to create a fascistic Third Reich-type dictatorship using those clones, and he either figured using Providence’s already established structure to do that was viable and planned to take them over, or planned to betray them completely like the Fathers and establish his own empire from scratch. The fact that Ort-Meyer went off-script and released 47 against Providence’s wishes in order to keep the project going shows he was still very much his own villain with his own plans, and Providence was probably wary of him the whole time, lest he send bald killers after them all.
