In my opinion Hitman GO is actually more legitimate than one may at first think. You mentioned yourself that Hitman games are very much like puzzles, well, that’s exactly what GO is. It’s not just some gimmicky cash grab. It pays clear homage to the franchise as a whole both in setting and mechanics.
Hitman GO has absolutely nothing to do with “opening the door” to the franchise being sold out for a cheap gambling mobile game crossover.

Yeah, I liked it too. I would say it is the closest you can get with Hitman with an excursion into another genre. There was clearly some thinking done, to adapt the Hitman-mechanics to the board game setting.

By making a game that is not an actual Hitman game, it gave it clear permission to expand beyond what it already is.
But it is a Hitman game? Try playing it before forming such strong opinions on it. It’s really good, if you’re a fan of the franchise, you’ll probably end up liking it.

Honestly you can easily brush this off as “dubiously canon”. The guy heard about 47 somehow, and while in Hokkaido he dreamt the whole mission as if he was his target (that “just the dog dreaming” scenario would also explain the irregularities about Tim). Kinda like the Mills Reverie which is not an actual mission but just Orson’s dream.
Especially since it’s unlikely we’ll ever hear about this guy again, as IOI has swept the thing under the rug.
