It is fully intentional. The meaning is that 47 looks like a former client of Don Yates and the guards even have special dialogue for when 47 gets compromsied in the suit. The guards also frisk you before letting you in.

We have the designer of mendoza here on this forum, maybe we should ask him if this is actually a bug or not. it’s been “bugging” me since forever
If it isn’t a bug, i at the very least think there should be some enforcers for it ala the bunny suit in the villa and maybe even a couple outside the villa or an extra trespassing zone. it feels… cheat-y to use it. The Requiem suit and others which open exits sure give you an intended benefit which cheats the game but that’s almost based around positioning and luck, whereas the MBS seems like it gives you a ton of benefits without any drawbacks without a couple enforcers to make it tense again
