Nah it’s more like an oversight by the developers. That rifle you unlock from Siberia mastery level 20 still keep these special ammo like shockwave, wall piercing, in normal gameplay. The wall piercing one is super effective, since you basically just need to use Instinct to find a target and shoot them.
