Didnāt say it did; I said itās not a factor. IOI already ignored the controversies around McGregor, that means it can do so again, and this one has the luxury of having already been made before those controversies came out, so they can just say theyād already done it.
Irrelevant. The McGregor controversy did nothing to the performance of the latest ET, Iām sure more people who missed Busey the first time around will be more interested in finally getting a chance to try the lost ET than in the issues with its character.
Completely disagree. Frankly, I donāt care what his controversies are, this was the one bit of Hitman content I never got because it was never rerun even before its subject became a problem, and I know Iām not the only one on this forum alone who thinks that, never mind beyond the forum. IOI has done it before, so as a business decision it isnāt as much of a problem as you think, just as getting back Sean Bean and the Sarajevo Six werenāt after years of saying how it wouldnāt happen, so it can be done again. Do it.
Not the point. While the ET doesnāt fail if you donāt follow the optional objectives, you donāt get the highest rank if you use another method. The ETs that only appear in Arcade once with such a kill objective are the Warlord and the Ex-Dictator, so thereās no alternate contract you can play them on where you can kill them any way you want and still get SA five stars. That needs to be fixed.

While I or anyone else in the know can rag on those who neglected to watch the briefing video, Travis (right?) said IOIā¦ (Paraphrasing here) regretted making that ET. And we know itās due to the instafail complication.
Now, I know you donāt give 2 
s about a creatorās decisions (look at that one Christmas Songā¢ by George Micheal) but they did say they wouldnāt bring it back due to (see another post up above, by Dribbleondo, I believe). So it should be the creators/artists right to say what happens with their product.
Since the instafail was a major issue - to bring The Fixer back wouldā¦ Should require an update. For exampleā¦ If you ever make a mistake in a post and notice it later - what if you werenāt allowed to edit the post where you goofed? So, IOI should be able to āFixā The Fixer if that means tweaking one of the objectives. Thereās absolutely nothing wrong with that.

You had said ārequired kill methodsā, not āspecific kill methods, even when optional because I want to be able to get five starsā. 
But by the āI want to be able to get five stars with SAā logic, why not also demand a new version of The Ascensionist? For her you canāt do a five-star SA run with disguise changes (so not The Tregetours) and multiple KOs (so not The Vitae) and unhidden bodies (so not The Ellipses) and loadout (so not The Connoisseurs).
Imo elusive targets have to stop been rerun altogether. Iāve said it many times, that mode has lost all its charm, itās just obsolete now. I would prefer to see more Arcade contracts, even if itās only one per season, rather than normal ETs.
However if you insist on reruns I would suggets to release some targets that havenāt been rerun since Y1 or that havenāt been live at all (The Angel of Death and The Prince come to mind).

Some ET ideas, using already existing ET content:

The Big One: Reactivate The Fixer, but only if the instafail condition around the diamonds/courier is modified.
The secondary objectives of that mission (Track The Courier/Retrieve the Diamonds) are too restrictive. They should be turned into optional objectives that donāt fail the mission at all (similar to Retrieve The Painting from The Collector or Donāt Kill The Clientās Daughter from The Liability).
The player should be free to: eliminate the main target, deal with the courier NPC, and retrieve the diamonds, all of them at any point during the mission. The ET as-is always forces the player to wait for like 7 minutes for the transaction to happen, and the mission will instantly fail at the slightest provocation of the player around the courier and the diamonds, punishing them for daring to experiment or intervene before time.
The Fixer was the most failed ET mission during the H1 days due to how punishing the secondary objective was. We also havenāt seen this target since 2019 since it was last reactivated for H2. Reactivating this ET and making it properly accessible for new players - by removing the ultra-restrictive fail conditions around it - would be so awesome to see.

The return of Gary Busey (The Wildcard) as permanent paid DLC.
The Wildcard is the only Celebrity ET thatās not permanent yet, and we havenāt seen this mission since 2016. You could include two unlockable suit rewards for it, Buseyās and Coleās outfits. Gary Coleās presence in the mission and his behaviour as a VIP also lends this mission well to the ET Arcade Escalation format: first stage would involve eliminating Busey, second is eliminating Cole, third could be eliminating both of them with any added Complication on top.

Reactivate The Guru and The Congressman separately, instead of re-running them as part of The Deceivers again. Also add them separately to the ET Arcade (if theyāre not there already).

More frequent reactivations of some of the lesser used ETs from HITMAN 1. Mainly The Sensation, The Surgeons and The Prince, but also ones like The Chef, The Angel of Death, The Identity Thief, and The Blackmailer. These are ETs that donāt get re-run that often in WoA.

New content for the ET Arcade in general. The biggest one being The Deceivers since you still cant play it without the Fixed Loadout complication IIRC.

Not sure if this counts, but The Brothers (Orlando and Renzo Caruso) is an unused Marrakesh ET mission that has been sitting in the game files for many years. It would need minor modifications around it but the mission is in a mostly finished state IIRC. It could totally work as a ānewā ET and it would have a great novelty factor around it, if finalized.

Possible idea for new content: Do the The Deceivers treatment on more ETs. Mix two ET missions together and release it as one new mission, with a redone briefing. Paris in particular has a lot of ETs that could be mixed this way.
Some quick pair ideas: The Papparazo/The Blackmailer (Paris), The Stowaway/The Appraiser (SgƔil), The Broker/The Forger (Paris), The Bookkeeper/The Chameleon (Colorado), The Warlord/The Ex-Dictator (Bangkok)
Giancarlo Esposito would be big as an ET. Heād be such a natural fit for Hitman.

David Bateson would be a good one, and you could get him in the Bangkok recording booth too for a recording session.
Iād also like a new one on Ambrose, since thatās missing new content in general. As for which celebrity, maybe Steve Pemberton. I think heād make for a good butcher serial killer, which would also allow you to release that butcher disguise as an unlock 
As for reruns, Iām not sure if there are any who havenāt made a return yet, so they would be an obvious pick. If not, Iām a big fan of The Surgeons. Would be nice to have a special unlock too. Iāve always wanted a classic syringe that has multiple doses but requires a slow neck-based animation, so thereās a free idea for ya.

To the exact topic at hand:
- Hitman 3 and Hitman 2 ETs are almost guaranteed to rerun this year. Too few of them, good enough quality. I wonāt say no to any of the one left for this year.
- Any Hitman 2016 ETs with a few exceptions are not fun to play, even less replay.
- They were not made for reruns, but 48h runs to quickly forget
- They are either a tedious gimmick, or an aimlessly roaming target with too many bodyguards
- I will play most of them with a Durian to assure a SA rating for the sake of 100 percent completion. If I want to explore them, the Arcade is there.
- The exceptions for me are:
- The Fugitive (actually a fun gimmick)
- The Surgeons (same)
- The Bad Boy (multiple small story missions, a rarity fo H2016 ET)
For the Year 4, there are also two locations that need one ET to let new players have their location suit, some havenāt yet in Y4:
- Colorado (but no good ETs there unfortunately)
- Hokkaido (Fugitive/Surgeons)
But the truth rest that Iām just tired of the formula.
So there are no āWhat elusive targets rerun would you want see?ā, to quote.
I understand that it guarantees an healthy live service, and a solid recurrent player base.
But not only is it more and more meaningless (bad or no rewards in the roadmaps), itās not even well done currently.
Weāve had unannounced ET people missed, weāve had two ETs at once for some reasons while having drought of up to a month of no content following it.
Donāt make Hitman Live Service a Zombie Live Service sadly hobbling around soullessly, dragging its dead revived after expiration parts.
Besides Freelancer is there to take up that torch if needed.
I hope the game either solidifies its schedule, and its roadmap rewards. Or have the ET formula be sunset:
- three ETs permanently released every month
- it will take a year (maybe Year 5)

Freelancer definitely needs to take up that torch! Itās essentially the ultimate stealth game, so having some extra content to help add to the replayability would be awesome. Weāve not seen a massive amount so far.
ETs are fine, but honestly I only really care for maybe a handful of them.

One key element from an idea Iāve had about a āfreestyle ETAā was a cumulative score or score multiplier (with complications) with each successful ET mission. I say pick 5, but random picks could work too. Or a ETA marathon with the same score multiplier.

If you mean by the end of the year, of course, I / we would like to see again H3 E.T.s, such as: The Iconolast and The Ascensionist.

They said they werenāt gonna put it in Arcade (also a mistake and a cheap explanation of why); I recall no instance where they said it wouldnāt be coming back altogether. Either way, there should be no ETs left unavailable, and thereās no reason to change it just because some players canāt pay attention. However, I will make one exception to that; should The Fixer be combined with another ET like with the Deceivers, then the fact that itās no longer its original format anyway would mean the changes to the courier objective wouldnāt matter, so Iād relax on that.
Anything that must be done to achieve SA five stars is a requirement, in this context, and most contexts when I talk about the game.

Because there are multiple different Arcade contracts featuring her; if one doesnāt work right, you can try another. Iām talking about the ones who have so few and the few they have are so restrictive that you canāt play them the way you want while achieving the highest score.

Also seconding everyone who said weād love ETs to become permanent additions similar to special contracts/bonus missions. The Arcade is fun, but restricting, not only because you canāt just play the one ET you want without getting the earlier ones in that batch out of the way.
And if you ever end up considering popular Hitman Streamers/YouTubers for CelebrETs, definitely please donāt consider the one that starts with Mr and ends with Freeze [bunchofnumbers]. The reasons should be easy enough to google so I donāt have to bring them up here.
And as a lil bonus, a lil treat, hereās an absolute long shot idea for a new non-celebrity ET: Karl Fairburne from the Sniper Elite franchise. We all know that Rebellion love you guys, Iām sure you can figure something out.

Someone has definitely already said this CelebET but i would love to see Michael C Hall voicing a Dexter Morgan/Dexter Morgan Parody. Talking place at Nightime in Miami would be so good. With a little killroom and target Dex would vet around the map! Pipe dreams ofc course

Elusive Targe Reruns?
Really, Iād be fine with ANY of them with the exception of The Twin and The Fixer. I personally did not like The Twin when I played it, and The Fixer, while I never played, I am aware of it.
New Celebrity Elusive Targets?
Thereās actually quite a few I would like to see (in no particular order):
Keanu Reeves
Timothy Olyphant (because of the 2007 Hitman movie)
Samuel L. Jackson
Margot Robbie
Kanye West
Sylvester Stallone
Mark Hamill
Gary Cole (because he was the āOther Garyā from Hitman 2016 that we never got)
Extra Suggestions:
I recommend making new Elusive Targets, regardless if they are Celebrities or just people in the Hitman universe, just to have some variety between Celebrities and regular Hitman targets.
I also recommend putting the ETs on a variety of maps like a new snow map, maps that either have no Elusive Targets or very few (Ambrose Island, New York, Haven Island, etc.), current āBonus Missionā variants of missions (like Dartmoor Garden Show, Hokkaido Snow Festival, Landslide, etc.), or even new Bonus Mission variants (a snow themed Berlin, a Halloween themed Whittleton Creek, Valentineās Day Miami, 4th of July Whittleton Creek, a Sunset beach party themed Haven Island/Hawkeās Bay, Chinese New Year Chongqing, etc.)
I also would like more Elusive Target Arcade missions with a variety of good complications. What I mean is donāt use Restricted Loadout as much.
The only other suggestions I can think of is to make Birdie from Hitman Absolution as an Elusive Target because heās basically a loose end from that game, or someone from the Po family/regime in Khandanyang - although I personally would prefer the Po family themselves get a Sniper Assassin mission set in Khandanyang rather than a ābase gameā mission because I feel the Sniper Assassin game mode would work better for the kind of targets that the Po Family are, and because we have never seen Khandanyang in the franchise (yet). However, a high ranking general or commander of Khandanyang would be fine as a ābase gameā ET mission in my opinion.

Mostly reiterating what everyone else is saying but give us elusives runs we havenāt got in H3 yet which is mostly H1 targets. The Fixer definitely. I more want The Fixer in the Arcade where it has 5 levels of the same mission with more and more restrictions that makes it almost impossible (Iām only partly joking).
Donāt really care about who could be a new target but where. Still a few maps with none including the best map, Mumbai. But the Bank, Haven Island and Ambrose have none too. While weāre at it, give Ambrose an escalation too.
Iām pretty tired of the same run of elusives making up Year 3 and Year 4 and I probably wouldnāt miss it if it was completely gone but variety would help.
