A celeb with good VO skills that can play more of a character than themselves. Kumail Nanjiani, Matt Berry, Kate McKinnon.
With such a serious theme I think you need to break it up with good dialogue and character.
Adding Conor mcgregor made me drop the game completely, despite owning all dlc (except conor), getting all Elusive Target outfits and playing the game for 1000’s of hours.
Try to keep the Hitman charm. Think of amusing situations rather than going controversial imo

Leo Galante from the Mafia video game series should definitely be added as an Elusive Target with Vito Scaletta being the client hiring the ICA to eliminate him.

Personally I would love to see Chow Yun Fat as a target in a John Woo film styled role.
