Until recently, this only happened to me in a n alerted territory or a showdown.
Hokkaido has a few extra NPCs who are usually targets or couriers (but not always) and among them there are some morgue doctors (including one who is a clone of the Curator) so it’s probably those guys you’re seeing? I dunno if they’re enforcers to anything but if you spawn in the morgue you’re obviously trespassing so there will be dots above their heads.
I’m at prestige 15 and I’ve seen no difference aside from the extra money / xp (that stopped after level 5).
Hokkaido is just one example. What made me realize this was happening was Mumbai, with extra enforcers on the second map of the first contract in a campaign. No alerted maps, not a showdown, and yet the starting point and additional enforcers where they typically are not found in Freelancer on a normal map were all happening, in places where I’ve had to do things in Mumbai during Freelancer several times without these enforcers being there, and I realized that either the game is messing up somehow, or getting past a certain prestige may permanently increase the difficulty even when there’s no alert or showdown happening.
Do you remember which starting point that was and who these enforcers were? I can’t remember any enforcers around any of the starting points in Mumbai :x
The extra enforcers weren’t around the starting point. It’s just a point that I don’t normally start at without an alert or showdown. It’s on the walkway in the middle of the map where you can enter through the ceilings of the barber shop and tailor shop. The extra enforcers were on the street near Rangan’s building, and one crucial one that ended my initial attempt (because I wasn’t expecting one to be there) inside part of the crows hideout right in front of the stairs that lead down to where the Malestrom meets the Kashmirian. That enforcer has never been there before for me. And to be clear, I’m not talking about the Freelancer-only NPC who leans against the ledge up there, then walks down the stairs and leans against the wall outside the door. That guy, I expected, not his enforcer buddy upstairs, who I have never seen before.
I don’t remember that guy in the crows base (I tend to avoid the place whenever I can) but the walkway start is pretty common in non-alerted Mumbai (I don’t think any of the starting points are tied to the alerted status, I’ve seen pretty much all of them in both variants as far as I remember).
I thought at first this was because you was exiting the mission first before eliminating the targets, but as you’ve said this isn’t the cause of it then I’m not sure???

Except in this case they brought a friend they didn’t tell me about.
So I’ve had an idea for a sort of Freelancer Roulette since I find a lot of the loot crates in a level give you random stuff that you wouldn’t otherwise use:
- If you become aware of a loot crate, either by sound or minimap, you must immediately locate it and open it.
- You must choose an item in order of preference - highest first: lethal, pacifying, emetic, none of the foregoing.
- You must use the item on a target before continuing. If no targets remain, you must use it on someone unless you are on hardcore and it will fail your prestige objective with no possible workaround.
Who doesn’t love self-inflicted challenges?
Tried this today and it worked the first time, which is a bonus!

Is it harder to buy pistol from suppliers?
As you can see from the image, my suppliers show zero purchasable weapons even though my wall of weapon still incomplete. Is this normal? If it is, the only way I can think of to complete my weapon wall is through reward by completing a whole campaign.
UPDATE!
It turn out to be true. I think it corelated to the campaign level, for example level 1 only give something common-rare item & the rewards rarity will increase related to the progress of the campaign. If you have all the common and rare item, it will only reward you with Merces. This reward I got from complete Difficulty 3, I mean 3rd Syndicate along the campaign.

The pistol will eventually show up in the Supplier. We just need to be patient. Sometime it will show up, sometimes not.
I think the only ones people seem to have any major issues with showing up with suppliers is the Trinity Weapons and the other items attached to that specific weapon wall. They only seem to appear in the weapon crates in the Safehouse once you’ve completed a Showdown. Hopefully this gets fixed in the next game update!
Nah empty vendor inventories while you still have handguns to buy is a pretty widespread issue sadly
I have 100% Freelancer a while ago, but I would like incentives to play it again. Could IOI add some more challenges beyond * Complete 100 campaigns, say complete 150 campaigns? The problem is that there is no incentive to continue freelancer without some sort of reward and it would be so easy to add a new 150 completed campaign challenge to the mix for those who have completed 100 campaigns…
Guess it depends on whether the game has been counting how many campaigns players have already completed. Otherwise players that have already played more 100 campaigns are being short credited.
Maybe I’m just being a grinch or reading too much into random internet posts, but if you played this mode enough to get all the grindy achievements and still want more digital trophies as “incentives to play it again”, perhaps it’s time to move on and do something else. Playing solely for challenges’ sake just doesn’t sound that healthy (though I’m somewhat hypocritical typing that right now).
