I never understood why the Washingtons were in that data core.
I also never understood the mention of Novikov and Caruso by Carl Ingram. If I am right, neither of them were part of Providence? Novikov was part of IAGO, collecting informations (unintentionally) about Providence. And Caruso worked for Ether, maybe Ether has something to do with Providence but I have never seen Caruso as their operative.

I agree. Any targets not sanctioned by the ICA should not have been in the data core.
I think Ingram may have mentioned Novikov and Caruso just to show the breadth of people Grey targeted, and to catch up the player in a way, going back to Hitman 2016. To me, Caruso worked for Ether but was not a Providence operative (Neleis de Waal would’ve been their contact). But since Caruso’s photo is on the tornado shelter chart, I think we may have to accept it…
Not in the World of Assassination at least, and 47 killing non-targets in other games has been thoroughly argued on this forum already. The point was still that since Silent Assassin is the pinnacle rank, and the only one that some players will accept, it’s a given that 47 completes his contracts that way - hence it should never matter what he’s wearing.

I’m guessing Novikov was mentioned because he was a prominent figure, rather than Providence. It’s a call-back to the start of the trilogy, more than anything. Don’t read too much into it.
On that note, include Diana as a sanctioned target and dialogue with Olivia being curious as to why she was on the list and 47 simply saying “we both agreed never to speak of it again”.
I think Diana was probably removed after everything about Travis came out, and it was revealed that he was the real target. If anything, Diana should be under the list of Clients.
There’s no Legacy game targets either, but I’m not too surprised by that. It focuses on the WOA trilogy so as to keep things brief, especially since they have to time the targets to the music and ticker.
That and they’d have to make renders for them, rather than use old photo’s.
I mean the Washington’s could be in the datacore as a history of the people 47 has killed or as part of the summary of the incident that occurred on Isle of Sgail. Remember: it’s a deleting of all traces of 47 in the ICA’s database, it doesn’t necessarily mean that it’s just showing us sanctioned targets
I mean the mentioning of Novikov and Caruso specifically is more Ingram specifying how Grey started his attacks on providence or to get access to providence (to find the key bearers and find out the identity of all providence operatives) even though they often times weren’t directly providence agents or the deaths that grey used to work his way up (just like how the Washington twins were killed simply to get to the constant, and the Haven leaders were killed just to get access to the partner’s identities)
We should face the possibility of this simply being an unsolvable problem too.
Why were non-ICA targets in the ICA data dump? Could be no more reason than “they were targets in the game so they were included in the data dump”. Logical and consistent with the plot? No.
Why were only World of Assassination targets included? That’s just what this game is so throwing earlier ones in would have required more work.
We are looking for plot-consistent explanations when there may simply not be any.
Caruso or at least Ether was Providence. Iago was probably a third party resource of Providence ala Haven
I have a feeling it was an oversight more than an intentional decision. IOI do be like that sometimes. Same reason why The Brothers are in there and why Nabazov and Paine use their Cut Elusive Target codenames. They just didn’t realise and have never changed it for some reasons (either because they can’t or simply don’t care to).
And just so people aren’t confused in future: In Chongqing, Olivia finds All of the ICA’s data (“it’s all here, clients, operatives, every contract the ICA ever sanctioned!”), and what we do is delete all contracts that pertain to Diana and 47 (that and the cute cutscene of 47 and Diana back in 1999). Olivia then publishes the rest of it, consequences for the rest of the ICA be damned. Other handlers like Dolores Powell, came out of hiding specifically because of her name in the leaks, and Mendoza’s reactions to the data leak suggests Olivia really does publish ALL of ICA’s data on a great many things.
Actually, it was because of IAGO that Providence got screwed, because Dalia’s “honeypot” spies were getting the info on them. Providence probably figured out that Novikov and Margolis were the heads of IAGO, and hence responsible for setting their downfall in motion with Lucas Grey, when Edwards cast his “very wide net” to figure out who the Shadow Client was and how he knew so much about them. He probably followed the trail back, and realized how the IAGO deaths happened shortly after Cobb went missing, and so when Ingram mentioned him, it was to loop in everyone who was caught in Grey’s path to bringing them down, and by then they knew Novikov was part of that.
There are a few of these throughout H3. I point to my questioning of the canonicity of Novikov’s death based off a hallucination sequence for reference.
Yeah, the simple answer could very well be “IOI thought it looked cool” so they put it in rather than really trying to confirm a canon way that 47 killed the guy. Anything that happens in Freelancer could very well be the same sort of canon-but-not-canon type of thing. The “canon” fact that 47 did freelance work after the events of Hitman 3 could be true even if the missions themselves are more “adaptations” of what really went down.
I can’t imagine 47 is simply being commissioned to take out random crime syndicates around the world (or rather, I hope not and hope there’s more to what he’s doing in Freelancer). I can’t imagine he personally gives a single fuck about the crime(s) that the syndicates are committing either. Perhaps he’s targeting them specifically to acquire their resources. What would a man with little to no attachments in this world want with so many resources? Well… he could be building a “syndicate” of his own, thus requiring resources comparable to other criminal syndicates – terminating these criminal syndicates being a means to that end.

@Dribbleondo and others may find my continued focusing on this to be a drag, but 47 doing something along the lines of “creating his own agency” is the only story route Freelancer could take that seems somewhat palatable as of now. Otherwise, the conclusion one could make is that, by only targeting specifically “very bad baddies” (presumably not so morally grey as many other main targets; just outright career criminal types), 47 is now a… “good guy”??? Not even a clear anti-hero??? Yuck! A truly awful thought indeed!
What I was pointing to is that, by the same token, there are only a “vocal minority” of protests when franchises take the “easy route” (that I agree should not so readily be taken) by undoing something major like this. That’s why it happens to the extent you mentioned, because the overarching consequences of it aren’t so consequential at the end of the day; most fans won’t care; the bottom line will usually still be met. Reboots, retcons, and other redos and undos are just the name of the game. Not saying they should, but that they could and I wouldn’t be surprised.
Good point. Like I say, the title ‘Freelancer’ does obviously indicate that’s someone working for themselves, which I believe links into the ending of Hitman 3 with 47 goes into business for himself, with Diana of course.
This is what makes me think this does take place sometime after the events of Hitman 3, but it’s just 47 taking up random hits before the events of the next big game (whenever that is). If it’s set randomly in the middle of the WOA timeline then the theme ‘Freelancer wouldn’t make any sense.
@Heisenberg and myself briefly have had some discussions around this as well.
Remember, if you fail OR GET WOUNDED on a mission you will lose all your equipped weapons, and freelancer items, and half of your hard-earned mercers.
Does this mean that if 47 gets compromised and receives a single gun shot, the current mission is an insta-fail? Is SA a requirement?
If that’s the way it will work, it really makes all those assault rifles, shotguns, and other “loud” weapons even more useless, to me. Getting into a firefight sounds like it could be very bad (and expensive).
Doesn’t mean Silent Assassin is a requirement though - there are plenty of ways to lose Silent Assassin status while not getting shot.
