Game Crashing on boot or modifying settings

I’ve been facing an issue trying to get the game to boot. So far, I’ve discovered that using my integrated Arc GPU, the game boots fine. However, for some reason when I switch to my DGPU (4070 Laptop) the game crashes. I’ve already reinstalled the game, cleared files, and installed different drivers.

I can suggest completely remove the GPU driver and make a clean fresh install of the latest one.
You don’t need different ones.
Also before doing this clean the shader cache folder (may help even without further actions).
To do this, just navigate to this folder
C:\Users\xxxxx\AppData\Local\IO Interactive\HITMAN3
and delete all its contents.
Note that AppData is hidden folder, you’ll need to allow system to display hidden folders through Folder Settings.

If this doesn’t help, download the DDU utility, boot your PC into safe mode, run this utility and do full unistall with reboot.
After PC boots up normally install the latest GPU driver.

If this doesn’t help it’s beyond my abilities

Attempted all of the above, unfortunately I still the same error as before. Also attempted disabling GPU scheduling and variable refresh rate.
