Well San Jose is literally one of the wealthiest areas in the united states, and the Bay Area where the shooting took place particularly so. I am not an expert on the situation but, but as a humble civil servant myself, it strikes me that it would be unlikely in the extreme that, if New Zealand lowered the requirements to be eligible for gun ownership, any of my colleagues would be able to afford an arsenal without shocking financial sacrifice.
Really to me this seems to be classic bad solution in that “our regular people are inexplicably spending all their money on guns then going out on shooting sprees… better make owning guns more expensive” rather than investigate what would drive a person to do this in the first place.

Forgetting for a second that this was a knee jerk reaction after the shooting, and putting aside that it’s not going to work… I’m just whole heartedly against any law that creates a situation where Jill, who is a marketing executive, can defend herself but Bob, who is a gas station attendant, can not.
I agree. Mandate it or don’t. Our bars and clubs don’t have to and so none of them are. Our festivals have to so they all are.
