It seems to be a bug.
The ceremony crowd is supposed to walk to the tables and buffet at the end of the vows, around the four minute mark.
Where they should stay, and still be by the time of your capture.
If like your previous bug topic, you are still on xbox. So is this capture.
From your previous issue, you might have an situation from your platform.
It looks like it gets overwhelmed, and skips tasks/trigger and their check.
If you are on the older generation of console, it might be the same kind of issue that bugs the fuse cell pickup in the Freelancer safehouse. It’s a frequent post on the forum.
May I recommand that you send a ticket to IOI.
Especially if your game runs “worst”.
It could magnify and help identifying things.

Yes, I’m on Series X.
Looks like you might be right.
In my game, around the 4-minute mark, they all freeze and just stand there for the rest of the mission. But I tried again several times today, and it’s not that consistent. After a few attempts, they finally started moving (a couple of times they caused a traffic jam around one of the chairs on the way to the tables, but still)! And now I can’t reproduce the bug.
