Look for this file in… I believe your ‘Retail’ folder (anybody correct me if I’m wrong). Relocate it (to be safe) or rename it (I don’t recommend).
That should remedy your issues with the black screen on start up.
Re: Mod deployment failures… I had that issue too. I had to make some decisions on removing non-essential mods. Good luck.
