I guess but I am not so sure about doubling up. It isn’t like the changes are so radical (aside from visual) and it would be kind of unfair to Ochoa since he was (rightfully) dropped from the game.
You know what will be interesting? Absolution where I fully intend on not making any positive additions to any of the targets. I will simply spam my minus points in the Wade category until he is gone.

I thought Bardachenko was the coolest of the four generals, but not cool enough to try saving him either.
I’ll have to try and get online and vote around the same time then. Maybe if you’re not super invested in a specific round the “power of suggestion” will result in you just following my lead . Although for this round I am not totally invested either. I have my few favourites but I am certain they will all make it through this round alive.

Abdul Bismillah? Not a well thought name. Bismillah is a part of one of holy sentences meaning in the name of god, and although it’s not impossible to find a guy with that name it’s superbly rare.
I just went through the entire thread looking so forgive me if I missed it, but why is Spetznaz Agent on the list? I recall him just being an NPC you had to be keenly aware of bc he was important to the start of the mission and would shoot at you at the end of the mission.
I think he’s an optional target avant la lettre. He’s marked in a different colour on the map, and killing him won’t count against you in the post-mission stats. I think he has his place here.
I listened again to the briefing audio file and he isn’t mentioned as a target. Diana seems frazzled in this one and she makes it clear. Kill the General and get the suitcase
I guess he’s kinda like the female assassin in You Better Watch Out from BM, only she clearly knows who you are and wishes to kill you, this guy wants what you want and will only attempt to kill you if you get it before he does.

I’ve just checked this out and the answer is no.However,I know why you had that impression.If you look at around 1:15 in this video you will indeed see a lighter red,but that’s because the area is marked with white lines.After the agent leaves that specific area,the red colour will look like the one a normal target would have.
I remember it being a lighter red but I do not remember him ever being listed as a target or listed as an optional target and he isn’t mentioned as such in the briefing.
I think IOI programmed him as an optional target to allow the player to take him out without penalty bc 1) he tries to ambush you and 2) there is a high likely hood you will ambush him when he is stealing the case from the ambassador.
