Because he is such a boring character. He is just really evil lawyer and there are other evil lawyers in this series that are better characters, even Ken Morgan has more character.
We are now getting to the stage where the criterion for judging the target can actually include taking into account how they are written and the sort of presence they have in a level. Simply having a broad range of kills won’t cut it anymore to me at least.
Yes but it is statistically more likely they will remake Codename: 47 before I suddenyl think Puscus is an interesting character on top of a broad range of kills. Every target in this series from Contracts and onwards has a broad range of kills.

I can create a looooong list of targets from Contracts and even Blood Money which don’t have a “broad range of kills”.
We have different criteria then.I don’t like to criticize targets from the old games based on their personality because very few have an interesting story in my opinion…
