As you spawn, head past the guards / ramp on to the ship and head back off the ship. You will spook some guys but if you run the whole time up on and off you won’t trigger the guards to begin shooting at you. The purpose is to get Ritter moving. He doesn’t begin moving until you get on board. Then head past Norfolk car, more towards the exit vehicle, and watch ritter as he comes down, he always goes to the bartender, as he’s doing this before he reaches him, you will have a shot, to shoot him. take your shot, and immediately hit the exit button. i got it right around 1:13
