This kind of contracts are controlled and taking place on game server so to play them you need to be connected to the Internet.
Without connection you’ll have only basic missions to play, but witout challenges and stats and all that stuff

Maybe you can do it with mods. Hitman 2 had one of them.
Hopefully when the “live service” ends escalations are made available offline. Anything else would be a real slap in the face.
