Contract Details: The map is Apex Predator, Berlin. Target 1 is Nikola Schweitzer, who hangs out around here outside the Staff Wardrobe on Level 0, and must be killed with the Explosive Pen (unlocked by completing the “Boom Beats Blah” challenge on The Author, Sapienza). Target 2 is Dennis Sachs, who hangs around here on the Biker Hangout’s first floor, and must be killed with the Ancestral Fountain Pen (unlocked by completing either The Epicures or The Baneful in Elusive Target Arcade). Finally, there are two complications — No Pacifications and No Disguise Changes.
A short description of the contract (optional):
Took a creative liberty with this one. It’s based on the iconic scene from The Dark Knight, where Heath Ledger’s Joker shows off a magic trick to a group of mobsters by making a pencil disappear… into one of their skulls.
The exploding pens in this game are obviously more of a James Bond reference, but I thought this would be a unique way to make a contract based around them. Made sure to include the ones that can be unlocked for free in the base game so it’s more accessible for most players who own all three “parts” of WoA, which is why the Kronstadt Explosive Pen has been omitted as that comes from paid DLC.
Complications were added for two reasons…
1: To add some challenge to the mission as just letting you knock people out, drag their body to a secluded spot and THEN kill them with the pen would’ve made the contract too easy.
2: To be more faithful to the original scene the contract is based on. The Joker is a clown, so restricting you to suit only adds more challenge but also lets you recreate the moment from the movie more easily (I suggest equipping the Clown Suit if that wasn’t obvious enough)

Are contracts with usually impossible specific weapon kills such as this one from a previous featured contract allowed? I have a few good ideas but i wanna check before i do anything.

Sure, HCCE contracts are fine. I’m sure there would have been more of them, but it’s been unusable for a while, until the other day.
