Well with IOI stating that DLC is coming for Hitman 3, let’s hope for a Patient Zero type campaign which would see levels like Whittleton Creek covered in snow or Dartmoor with torrential rain.
The possibilities are endless

No. Why? Everytime something gets used, it becomes a little more less amazing. Also Rain fits increditbil well to England… or Germany, but England a bit more

Well, since Dartmoor is a murder mystery themed map, how about a version that’s like the typical horror movie where they’re all snowed in and cut off from the outside world. It could be like Berlin where there’s a number of targets but you can pick who to kill and the interactions could change.
Throw in some mechanics like watching the sheikh in dubai sleeping / hawke’s bay where they go to bed. Make a target have a romantic rendezvous like the female researcher in sapienza to pick them off one at a time. Poison dinner, where you choose a dish that kills and the other half lives.
Add weapons like candlesticks and the typical murder weapons in mysteries. The inspector can even be there and he has to find out who’s the murderer and you have to account for an alibi or make sure you’re not the only one that has none.
Could even throw in some halloween and hidden costumes for 47 like Jason mask machete murderer or devil with a pitchfork.
