Up until a few days ago, my answer would have been “Because no sane member of the Hitman community would ever downvote TotT in the first round and it thus makes more sense to just upvote the missions you like and think could be in danger of elimination.”

There is only one level left for elimination, so Rotterdam will make it through this round.
