At this point I genuinely believe that programming working elevators is extremely difficult for some unknown reason. Maybe it’s the engine, maybe the game code… who knows?
I remember someone from IO saying that they initially had lot of problems with the suitcase and that it was pretty buggy. So, I can imagine elevators are in a similar situation and they decided it’s not worth the time and effort. Because I’m sure if elevators were easy to implement they would’ve already done it by now.
But I haven’t seen players talked about and wanted a realistic rain in the game.
Rating system I also haven’t seen spoken about, I only seen money system talks. Rating and money are different things, aren’t they?
Of course I haven’t been following closely all the Internet space since '16, but I joined this forum in mid-2018 and can’t say rain or rating system were trending topics here.

Often game engine have a really hard time to make the player model smoothly stay on a moving station and rotate with it.
This video gives us an impression how the situation with Glacier is:
It looks surprisingly smooth, but not smooth enough for it to work flawlessly. You see the position of 47 and the cable car are a bit glitch relative to each other. It would require work to fix this. It is also possible this work is too much since it is no trival thing.
Still, the fact 47 moves with the cable car makes me confident it is indeed possible to do.
absolution definitely had an elevator scene in the factory where they blow pigs up
I guess they cut-off already existing paths and made them unlockable.
Tbh if they would have showed us working elevators and plate carrying thing instead of shortcuts and camera or VR (don’t get me wrong, they are awesome) i would have been more delighted and satisfied because those are the features which we REALLY wanted

Stays closed until unlocked, after that unlocked forever. However u do not have to use the shortcuts
If this was EA you could probably buy a 5 $ DLC that immediately unlocks all the shortcuts.

There was an elevator, but you could take it only once in a scripted event, you can’t do anything when you ride it (only walk around), and NPCs didn’t interact with it.
Talking about Absolution, there is a working elevator in Terminus and in Blackwater Park.
Though both are mostly used in cutscenes.
But who would expect really working elevator in HITMAN game which would take hours to get from one floor to another?
Even in Kronshitdt building where is only 2 floors, it would’ve taken quite a long time if there was really working elevator, to get from the basement to the second floor.
If there were an ability to skip the ride, everybody would’ve used it to save time and there is no real sense in implementing natural elevator which would’ve never used as intended.
Would you sit and wait 10-20-30-40 seconds while 47 rides the elevator? I bet you would’ve skipped the ride (if there was an option to do so).
Even in that scene you mentioned, the full ride takes about 35-40 seconds, if you wouldn’t skip the ride.
Speedrunners would’ve been pissed off if there were fully functioning elevator in the game without an ability to skip the ride.
But again, what the sense in the functioning elevator when you have an ability to skip the ride?

no, because such a feature would never work in a game where lots of things based on timings. elevators are obviously more than just a transportation method for the player - imagine the ways they could come up with you to kill targets in them: classic fiber wire kill like in bm, put poison in the vent, open the doors to push people in the shaft, sabotage the things that hold it so that it falls.
also, lack of elevators means that the devs are limited in how they build their levels because they have to fill the floors in-between so you could get from point a to a much higher point b. also, would you rather wait 20 seconds in an elevator or run up 10, 50 or 100 floors on your own?
no, they wouldn’t. nobody complained about the first four games of the franchise. and what devs care about them anyway? if they did care, lots of changes already made to the game wouldn’t have been implemented
levels that don’t require lots of stairs for you to move around. once again, there’s no way they’d make something like dance with the devil or house of cards without them because it would be too tedious to run up and down 8 floors or so every time
