It does seem like they did rework the Elusive Target a little more than just the target being new. The fight itself feels like it goes a little longer. I had to do two blocks and two attacks and I could swear when this was McGregor it was just one block and one attack.
Also, the reskinned head of Quinn is evident, but they seem to have missed texturing the body the same way…

To answer about the new L-IV Access Dongle.
It is not a master dongle for Chongqing. You will still need to collect those.
It works on all maps.
It allows the camera to hack CCTVs systems from a distance.

The new Football pack is conceptionally dumb and a cash-grab, an item pack with no new missions, but after buying it (oops) it actually does have a surprising bit of effort into it.
2 new guns, that act like BB guns I guess? hard to explain. the sniper is scopeless:
what’s interesting is that the trophy bruises people! I think this might exist for one or two other items but I’ve never seen the lumps this big
the briefcase also has a cool interior:
other details not shown here is that the football ball duck is xtra bouncy, and that I think the team outfits have new footstep audio
edit: ALSO this brings back the disruptor items (aside from the suit) if you never bought the original pack!

The CelebrET DLCs are whatever. If you want permanent access and item reskins, then go ahead. The only non-mission DLCs I bought were the two cosmetic packs they put out along side the FREE Freelancer mode, so I bought them as thanks (before we all learned they’d made the prestige grind a little harder).
This latest pack is pretty eye-rolling theme wise but I guess makes more sense with how important Football is at least to IOI (see: the FCK easter eggs). But since there isn’t anything I want tied to or around the pack (real missions) I just won’t grab it. Still looking forward to Co-Op and if these little packs help them get there then let the folks who are interested buy them.

I even wonder why they want to encourage people spoiling the game for themselves by just watching someone play it instead of buying and playing it themselves.
You can leave Twitch running in the background, but it’s still dumb as hell.

Ok so wizard dlc:
-Tac n yellow is just a reskin but has cool optic
-Blunt knife is a cool small knife.
-boombox is a distraction you carry like a suitcase and can turn on/off.
Sports dlc:
-Pistol is a bolt action pistol with 64 shots, silenced. DLC is worth it for this alone.
-rifle is a sniper rifle, but doesn’t have a scope. It’s awesome. I think people will like this one.
-gold medal is fiber wire reskin
-gold trophy is a blunt object non-lethal legal
-the duck is non lethal explosion that is more bouncy projectile when thrown.
