In terms of characterization: Alexa Carlisle just because she radiates that British matriarchal snootiness so well.
When it come to visual design though it’s a tossup between Illuminati hipster Marcus Stuyvesant or the sheer bizarreness of Imogen Royce. I showed a non-gamer friend a picture of her and she said “This hair is a look. She got the TERF bangs, baby hairs, and cornrows.” That coupled with the very vibrant cheongsam definitely makes her stand out.
Tamara Vidal definitely has the most fun opportunities though. The proxy kills and every opportunity during the tour make her second to none in my book.
Her look is really distinct. But do the targets interact at all?(except for the mission story one) They seem to both hate each other, but I don’t think there are any proxy kills. Please prove me wrong🙂
I would have loved this, maybe some even mentioning past ICA stuff that happend in 47s past. But I still like them, there is one conversation of them talking about how they want to look out for each other, scared of 47, because he is used to be the best in the agency. Really made me feel sorry for killing them both seconds after.
When I first saw her in the briefing, I was like: “Oh boy, I can already tell I don´t like her. And she looks like she might have the same VA as Graves and Vetrova.” First time hearing her: “Yeah, no regrets here.” On a more serious note though:
I´d agree Royce is the most memorable target in terms of visual design (along with Stuyvesant), but she´s also one of the most blatant displays of how over-the-top IO went with the sci-fi/cyberpunk elements in this level, right next to Hush´s “supernatural brain shit” (as one guard eloquently puts it). Which I´m really not fond of. She feels like she stumbled in from a completely different game… (that whole predictive analysis angle of hers is cool though)
As for best target, characterisation-wise Carlisle, opportunity-wise Vidal, absolutely. (edit: speaking only in terms of H3 on all accounts)
I thought Yates was a brilliantly despicable baddie, he goes straight up to the top of my rankings across the entire WoA trilogy, with only Dawood a hair in front of him. And I wouldn’t even call it 2nd place, it’s like Dawood is 1 and Yates is 1A, with Vidal at 3 to complete the podium.
Mendoza is such an AWESOME mission, 2 out of my top 3 targets across the whole WoA.

So far I´ve found Yates a bit unremarkable, but I have to eavesdrop on all his conversations with his wife (I´ve only heard the one where they discuss how to get rid of Diana, not sure if there are more), as that seemed to flesh him out a bit more. But he is nowhere near Dawood. Unlike him, he has no charm/charisma to me
Steven Bradley is still the best target ever. He talks like a Redditor, or half the people on Hitman Forum, he’s hilarious. I like Hush, wish he had more content dedicated to him.
I think him going to the resturaunt would’ve been fantastic! That takes him through so many different areas. Royce could’ve also used a route changing story as well, other than the drones. Something to take her to a different part of the facility.
Hush is pretty stagnant. Dinner or even just a meeting in the arcade with (I don’t know) some shady supplier of technology? Something to add variation. Maybe even 20 min into the level Hush would grab his purse and head to the train station. If he get there and boards a train it’s an auto fail. Something creative.
turn the internet cafe into a goldfarmer sweatshop and then Hush can be like ‘have you gotten my gold yet, i need that epic mount so i can show Imogen that i’m superior!’.
Delete their accounts and watch them murder each other.
