There was no way for them to get to me. But I had killed a large number of their friends earlier before I used the briefcase boost to get OOB and inside the Consulate. After my scenic tour I came back to the front area and seen one guard was gathering up guns. So I shot him in the leg through the fence/gate, he shot back, then the whole gang came to give me the warmest of greetings!
Eventually, they shot me through the fence since that was the only way of ending the level (other than quitting, obviously).
