I found the source of that mysterious “Hey listen” line which you can hear at some point in any part of Chongqing map.
This is Nianzu Shao, who stands near the ICA facility entrance saying.
Steps to reproduce:
- Start a mission, I suppose wherever you want (I used “have you seen a girl around” spot)
- Go to a three hobos who are talking about flyer and possibilies to be rich taking what it offers
- Wait till they finish talking
- Follow that walking away hobo
- Just around that pass to a facility he will stop and throw some lines
- Those two will come up to him and a guy will say few words
- “Hey listen” you should hear and then the girl continue talking
