Looks like developers’ oversight to me.
Why would any random ordinary worker have right to dismiss his equal coworkers?
If he would’ve been their supervisor would be just ok. But not in this situation.
It’s just like you can blend in as a guard in your suit:

Checked it. You can only dismiss the lady talking to Patrick and none of the other workers afaik.

Aw then that is not exactly useful. I would have thought the butler disguise could do more but you can’t take that disguise. Probably because everyone would be an enforcer then.

I reckon they also made the butler’s disguise unobtainable because he’s such a key NPC and he has one of the most lively routes through the manor. They wouldn’t wanna inscentivise people to KO him for a useful disguise

Nicely spotted!
While the disguise has been cut, the NPC wearing it is still in the level and sports the same logo.
I noticed something in Whittleton Creek. Not sure if this was always the case. While the Smith property (the one that’s for sale) is a trespassing area, there are no more enforcers for it. Neither the plumber nor the undercover guards at the Wilson’s party mind when you stroll in there with your suit.
(Yes, I take pictures of my TV. I know that’s not how you young people do it!)
