Depends on your definition of “powerful.” Most physically powerful in terms of brute strength? Sanchez. Most physically powerful when taking all stats into account? The 48s. Most powerful financially or politically? Edwards. Most powerful in terms of being smarter, more clever, or more familiar with 47 to where they know his few vulnerabilities? A toss-up between Grey and Diana, in the limited ways he’s faced them as “enemies.” So he’s got several contenders for the title, depending on your flavor of power.

Can’t forget about Albert Fournier. He (or one of his men) got a bullet in 47. That puts him up there with Diana and Sanchez. I can’t think of anyone else who actually ever landed a blow of any kind on 47. Maybe Sergai too from H2SA? Does he actually hit 47 when he breaks out of the confession booth? If so that’s 4 people to land a hit.

That had more to do with the Franchise making the Paris hit as a set-up to get 47 there, and 47 being too confident that he got away unnoticed, than any real skill on Fournier’s part, I think.
