Why does Havens Ocean not count as a container?

Of all the maps with oceans, Haven is the only place where dumping the body in the ocean does not count as a container. Why is this? If IOI could maybe fix this, we could make more interesting contracts…

As a container, or as a body hidden? Because if it’s the latter, there are places where you can dump the body off the edge of the shallows and into the deep, and other places where that doesn’t count because people can Wade into the shallows and still see them.
