A bunch of mission stories were scrapped due to a somewhat rushed development process, iirc.

I have no clue. What I do remember is that one probably has something to do with Penelope meeting the guys next to the scarecrow and satelite dish. If you’d look around in instinct you can see some stuff glow up hanging above the area. (That is if they didn’t remove it).
I always liked Colorado because of how different it was. This was no public space with a fancy house or building for 47 to hide among the guests and try to skip past security; this was a fortified military base where literally everyone could spot you outside of a disguise, and only the five hackers couldn’t use weapons. Only Hawkes Bay and Romania have a similar situation. And with very few places to go vertically it kept most of the map on a horizontal plane while also spreading out the targets and giving done decent methods of eliminating them.
People who aren’t too good at stealth probably dislike Colorado. It’s a masterpiece of a map.
I am in the same boat though I think I more started to appreciate it after Hitman 2 came out. Think 6 maps was just too limited at the time for anything particular or out of the formula to work. Once Hitman 2 and 3 came out, the more standout maps (The Bank, Nightcall, Berlin) got alot more appreciation from me.
Also the Hitman 2 updates on it helped.
My dislike for Colorado came from the scarcity of Hitman locations back in 2016. Back then all I hoped for was 6 BM like maps and Colorado was far from that. Now there are more maps (some of which far worse than Colorado) which makes the variety more interesting and more unique to play through. It’s still not the best map but it remains a nice change of pace.
Oh and I love Ezra Berg.

Another thing I love about Colorado is the diversity of its criminal element. Diana’s description in the beginning of hackers, spies, mercenaries, terrorists, etc., from all races, nationalities, and backgrounds. Just look at the four main targets: An eco-terrorist bomber; a genius-level criminal profiler; a chemist/interrogator/torturer; an assasssin-turned-pirate. They range in likability from adorable with Graves, to cold-but-gentlemanly with Berg, to honorably evil with Parvati, to irredeemably deplorable with Rose. These four and everyone they are working with are ultimately the scum of the earth, but they are working together to take down what is theoretically a “greater” evil, when looking at the long-term big picture. The very essence of the Colorado mission and why we are there is a fascinating one when considering who we are dealing with and why they do what they do.
And this is the point in the story where it’s still a three-way war between ICA, the Militia, and Providence, and only the Militia knows what’s going on and why; Providence only knows ICA is being manipulated into taking them out, and ICA doesn’t even know who’s involved yet or what they’ve been caught up in. After this mission is where it really takes off with 47 killing… pretty much everyone.
Colorado’s set-up may have been disappointing for some at the time, but I always loved it for being different from the previous four missions, and it’s importance in the overall Hitman story is often overlooked, I think.
The Darker tone for this map really has helped it stand-out more and the targets are quite interesting it is a shame that the game mechanics couldn’t make them more combative given their roles (Berg and Graves would still flee though) Hmm Maybe an ET or bonus mission for Colorado where if they suspect something is wrong they will adapt I.E if a guard is dead or knocked-out they go to the barn and gear up (Armour from the last mission) making them harder to kill.

This was definitely true in my case. Hitman 2016 was my first stealth game and I initially HATED Colorado. I remember being so frustrated trying to figure out how to sneak in from the initial starting point. Fast forward and I’m now a level 770 and I love rouletting Colorado. It’s not a fave but I appreciate it even though I agree with many of the other critiques in this thread (i.e., some boring routes/missing backstories). Also, apparently I now love stealth games. 
Don’t know but I find it funny all the npcs sound like they are from London.
