Same, I own the HITMAN GOTY Legacy Pack as well and it’s still listed as $29.99 for me (US)
The issue I have is accessing HITMAN2 maps as I own it on disc.

If you own HITMAN 2 DISC, please install it in full, then go to in-game store and the HITMAN 3 Access Pass: HITMAN 2 Standard add-on should be listed there. It should take you to product you can redeem for free. It is unfortunate that DISC users needs to install the previous game in full, but that is the only way we could do it.
Hm, wouldn’t it be installed in full already? Did the HITMAN3 install remove 2? Thanks.
If you have it installed, then just open it up and go inside the game. Then select STORE menu and the Addon should be listed there

I own the digital Deluxe Edition.
If I’ve uninstalled Hitman 2016 from my Xbox, will that affect my ability to update Hitman 2016 for Hitman 3?
I haven’t had it installed for a while and I’m just wondering if this is causing me the issue? Obviously I had Hitman 2 already installed which didn’t affect anything.

Do you have HITMAN 1 levels in your HITMAN 2 unlocked?

Hi @ioi_lukasz, Yes the Hitman 1 levels are all under my Hitman 2 game as “Legacy” 
Hi Lukasz same issue here…have even installed at the games and tried to claim the free legacy pack off hitman 1 even though I own it already which is confirmed when I click the link in the hitman 1 store, all levels playable in Hitman 2 with no issues just the hitman 3 issues… kinda frustrating as I want to play through from scratch again to build up to hitman 3 but using the new tech and features…

Just checked the store again, and still is asking me money for it. 529 Mexican Pesos, wich roughly is like 25 US Dollars.

The “Hitman 3 Access Pass: Hitman GOTY Edition” is 29.99 € and the “Hitman 3 Access Pass: Hitman 1 The Complete First Season " & “Hitman 3 Access Pass: Hitman GOTY Upgrade” are Not sold separately/Redeem code. I don’t even know which of the three I need, I own the " Hitman - Game of the Year Edition” for Hitman 1 and the “Hitman - GOTY Legacy Pack” for Hitman 2 (btw I own all three Games digital). The Hitman 2 Maps work without any Problems in Hitman 3.
