While this might be true, it’s just silly to have Targets like Zaydan or Cassidy covering infront of you and begging for their Lifes.
I don’t say that all Targets, who could use a Weapon, should use one.

Considering it’s possible to kill the remaining agents after killing 5 of them. SA/SO all of them would be lovely.

Yes. ICA agents. Only need to kill 5 of them though, the handler will get cold feet and order the rest to retreat.

Oh just remember, one of them has a sniper and apparently he could shoot you if you are spotted.
You could try knock all of them out first and then killing them to see what happened.

I think knocking them still counts them as “disposed”. At least in my testing. So… nope 
EDIT: I stand corrected, just tested it and it seems that you can just subdue them without ‘alarm’.
